The concept of good graphics, to me, has two distinct areas. Technical quality of graphics: lighting, polygons, shadows, anti-aliasing, anisotropic filtering, DX11 rendering...all thos fancy techie buzz words. Then there is the visual look and feel. Color, textures, detail, design. Some games can have a high level of one but be lacking in the other and stll look good.
Also "best looking" is subjective. Your example of Battlestar Galactica Online shows you appreciate lots of post processing effects. Lots of bloom and probably motion blur. Me I appreciate color and detail. Even though I don't play it anymore I still think World of Warcraft, despite its old engine, is one of the best looking games specifically because of its color scheme and attention to detail. It has a visual charm that is warm and inviting appealing, and full. To me most other games lack something in at least one of those areas. Your Battlestar Galatica Online example there looks empty. Big, open, mostly empty spaces. All the greatest rendering and textures won't make an empty space look more appealing.
Of the current MMOs I play I think Secret World is my favorite visually.

Can't say I'm for the more action oriented MMOs. As a guy who could never pull off the six plus button combos in fighting games I hate to see MMOs become dominated by the people who have the best reflexes. The "standard" MMO format I like because it it at least keeps me competitive in PVP and in dungeons/instances action oriented MMOs tend to reward players who can pull off better combos than those who can't.
I don't think it's really fair that a person such as myself with slower relflexes should be punished by less reward on a consistent basis even though I put up as much time and effort as everyone else but could only pull off 3 buton combos instead of 8 button combos. It also removes any chance of gamers like me from being able to enjoyPVP at all.
While doing dungeons and instances and boss fights in the "standard" MMO combat scheme is a 1223224 rinse/repeat scenario there is still skill needed in PVP and the combat system in most MMOs are balanced enough to where I can stay competitive. In action oriented PVP combat I would be conpletely useless.
And I just noticed that this forum doesn't let my browser spellcheck for me as I type.

Well, if the rumors about the next XBOX are true then Microsoft won't be a major player in the next wave of home consoles. That will leave a big hole to be filled and if it's timed right his hardware idea might be a huge success.
