Yes, it is called the xbox development kit. It costs thousands of dollars and you still have to do all the work yourself.
Unless you have created your game using XNA Game Studio (which is free), in which case you'll only need a $100 (IIRC) license to be able to run your game on your console (and your console only - everyone else that wants to run your game on his/her console needs the same license and XNA Game Studio as well)
