Few Questions regarding game engines

I am looking to make a game for my degree that has it's content controlled by analyzing the frequency spectrum of an mp3 that the player uploads. This game needs to be web based.

For example there would be platforms that moved depending on the sonic attributes of the music playing, so if it was a bass drum platform 1 would move, hi hat platform 2 etc.

Are there any applications that would allow me to do this? I have searched the forum and the net a lot and can't seem to find anything that is suitable for all criteria; frequency analysis (which in turn controls game objects), web-based and user can upload to the game.

I have been looking at using FlashCS3 and papervision3D but it seems the audio capabilities of actionscript 3 are not powerful enough.

Please if anyone knows a solution you would be helping me out massively!
