Being an aspiring Game Designer i want to make a short 10 minuet 3d movie representing each game, my question is what programs and skills do i need to get something like this done. Any advice would be highly appreciated. thanks.

* Any 3D modelling / animation package.
* Any 2D image editing tool.
* Any video editing tool.
(The free alternative: Blender, Gimp)
(The commercial alternative: 3DS Max/Maya/Cinema 4D/Bryce, Photoshop, Adobe Premiere)
Skills:
* Mastering your tools of choise.
* Aesthetics.
* Creativity.
* Patience.
* Any 3D modelling / animation package.

Just to emphasize what geon said, you will need quite some time to get going if you have no 3D experience. Artists spend years perfecting their craft so don't get discouraged and persist.
I would recommend 3Dbuzz.com if you are just getting started out. They have *free* videos that can get you up and running in good time and very active forums.
