AI is not bounded by any language! ... But it does require quite a lot of knowledge of many diciplines. So ONE book would perhaps give a introduction but it you want to do anything attend a university!

You could do it with a combination of finite state machines, potential functions, decision trees, fuzzy logic, Bayesian techniques, neural networks, genetic algorithms and an implementation of the A* pathfinding algorithm. ;)
