Basically what's up is I'm working on a relatively large scale game. It's kind of a mix between Assassin's Creed, Splinter Cell, the Elder Scrolls series, and maybe Grand Theft Auto. The world is massive, it takes place in Manhattan and I've been working on making a model of the entire island for it. The story line revolves around a government conspiracy kind of, don't really know how to explain it.
Anyway, what I'm looking for is an engine that would be good to use.
More about the game, it's an FPS but with limited weapons. I the idea I have is that it's really not normal to be walking around in a city like that with a rifle or something (I mean you get arrested for carrying a knife there), so the only weapons that you'll be able to carry around are handguns and a knife (you play a sort of hitman, like Jason Bourne or Sam Fisher from Splinter Cell), although there'll be options like using an enemy's gun that you pick up, you just can't store it and it magically is hidden like GTA. I guess, there'll be things like sniper rifles and such to be hidden in briefcases and all of that too, but that's not really important. Oh and I would like to have hand to hand combat, kind of like in Breakdown or Mirror's Edge, although I'm not sure how I would go about that.
You'll be able to drive cars, do most of the missions at leisure to some extent, things like that. I'm also making a subway system and all of that, so I mean it's not a small level by level thing.
What I would really want to see at the end of it all is having a massive, open world. You can go inside a lot of buildings, I'd like to have somewhat realistic police (like if you kill someone you don't immediately get a bunch of police chasing you that pop up at every corner, it takes a little bit of time)
Like I said, what I'm focusing on is realism. It takes place in the first person view, and it's told through as a memory like Assassin's Creed is, although there's no free-running psycho stunts like that.
So I mean, it's like an RPG, I don't know how to explain and I just reread all of that and realized that it's probably going to be really confusing.
So here's a list of the big things I'm looking for:
-Good 3D Engine to support polygons
-Drivable vehicles
-hand to hand combat is possible
-NPC generation/AI (I didn't mention this I don't think, but I would like it that if you commit a crime, police will take time to investigate it, maybe will be around the are if you go back like real-world things)
-need to make it something like an RPG with random missions, and have a dynamic storyline.
I think that covers most everything I would like to see. As far as I'm aware there hasn't really been anything exactly like it, which is why I couldn't think of one game to compare it to, and I'm well aware that it's not going to be easy and quick. I'm not that good with game making, I've made a few more simple things and a couple mods for other games, and a few years back when I was in high school I was in a class that we made one for the year project. So I mean I'm aware that it'll take quite a while, because I know that it probably reminds everyone of a kid who doesn't know anything about what he's doing and just has an idea of making the greatest thing ever and it'll be awesome and done soon and yea for me!
Anyway, anyone got some suggestions for what kind of engine to use? I was leaning towards C4 Engine because what I've seen of it, it looks like it can deal with it, but I also read good reviews about ShiVa.

Please see the many other posts on this forum about engine selection. You'll find substantially similar advice there. What it comes down to is you're going to have to try out a few engines and see what works best for you.
