I need a free AI program that will work well with a FPS set up.

The only ones I know of are:
- Spark from LouderThanABomb (mainly for fuzzy logic)
- OpenSteer (will give you good pathfinding and steering behaviors)
That some of the full AI set. Apart from those, don't know of what the "State of the art" SDKs are these days, though.
I think that while the industry would like to move to some sort of "standard" for game AI, it's still some way away from that. Let's face it, computers capable of doing good AI, and physics, and graphics, and audio, and... are relatively recent, and so "best practices" are just emerging. Coupled with the fact that game developers are some of the biggest sufferers of NIHS, and it makes a generic, kitchen-sink AI SDK hard to find.
